Clean up in a house by request of the resident.
Seven years after the disaster, we finally find the time to clean.
The smell of the feces and urine in the mouse is terrible.
They want us to dispose of most stuff as garbage.

There should be many memories in these.

Call to Okuma city hall and to confirm garbage dumping location, haul it all there.
Throw away lots of pet’s goods.

Okuma is a “difficult-to-return” zone.
No prospect for return.
But still, I want to clean the house for resident’s temporary visits.

The room is so messy, even after we threw away the garbage.
The lack of water makes it more difficult to clean.
We also don’t have enough time, and this is the best we can do.
We have no words to comfort them.
We just do what we can to fulfill their requests.
Luckily, we had men with us, and we could do more than usual.

The air is refreshing, surrounded by green.


Say hello to the cats in the Naraha shelter.
They were protected in Iwaki city and around Naraha.
Very friendly cats.

This is the storage area of Naraha base, where your relief supplies are kept.
Now we have enough stock to last until the end of July.

A volunteer driver also helped us load water for animals.

On this day, Tominaga and Madao are with me.
It is very reassuring.
We start from Futaba.
Maria told me about the situation last time.
So we prepared well, and made it through the checking point.
Then started feeding immediately, on schedule.

Madao has been making a new feeding place.
Now the food doesn’t get eaten by wild boar as much.

Now, even feeding bi-weekly, there is still food remaining.

When I am alone, I’m always rushed and flustered.
But I was with Tominaga today.
We can even wash the water container.

Both “Kumamoto Prefecture Animal Administration Center” and “Kumamoto City Animal Welfare Center” are in Kumamoto city.
“Kumamoto City Animal Welfare Center” is attracting attention for being a pioneer of zero culling.
“Kumamoto Prefecture Animal Administration Center” killed animal victims of the Kumamoto earthquake.
Volunteers from the same humane associations support both centers, and cooperate to help find foster families.
In spite of that, what difference differentiates between saved animals and those that will be slaughtered?

The example of zero animal culling.
In the top page of our news paper “Takarabako (treasure box)“ dated February 23, there was a poem named “Important thing”, written by a fifth grade elementary student.
“I want to protect the life of animals” “I want to abolish animal culling” “Also to the animal” “Precious life”
A heartbreaking case became clear.
“Kumamoto prefecture animal Administration Center” (Higashi-ku, Kumamoto city) resumed the killing of dogs last December.
5 months before that they killed, all together, 14 cats.
Kumamoto prefecture temporarily stopped killing dogs and cats, pets afflicted by the Kumamoto earthquake in April, 2016.
Kumamoto governor Kabashima held an urgent press interview, and explained, “Those cats might give harmed someone, and may have carried disease.”
The governor pledged to aim for zero culling during the gubernatorial election last March.
He included that pledge as part of the prefectural government administration policy last December.
This is the opposite of that pledge.
Moreover, it was crisis-afflicted pets.
He must be irritated.
A civic volunteer who helped save animals by finding foster families pointedly asked “Did that cat really have it’s claws out?“ and “Was treatment for that cat really impossible?”.
Seeing this kind of culling at the center leads to increased distrust.
On the other hand, it is known that Kumamoto city animal welfare center has, since many years ago, risen to the challenge of zero culling, ahead of the whole country,
They continued to take care of dogs and cats, hold adoption events, and also persuade owners who knew their pets would be killed to embrace the center staff’s “Hate to kill” ideas.
Such steady action needs veterinarians and volunteers who have a good, trusting relationship with staff.
We can appreciate that Kagoshima prefecture set a policy of zero culling.
However, it is necessary to maintain that system with appropriate staff and budget.
They have an example of “zero animal culling” nearby.

Dear sir,
I saw an interview about the scandal of the Kumamoto animal administration center by Kumamoto Kousaikai.
I sympathize with you during this difficult time.
You said that you are sorry about it.
However I would like to suggest that you prosecute Kumamoto Kousaikai, as was done with the animal casualties case at Kanagawa animal welfare center.
I would like to know your opinion and hope to get your answer within a week.
The killing of 14 cats at the Kumamoto Kousaikai, in the Kumamoto animal administration center, violated the “Act on Welfare and Management of Animals, Article 2” and can be seen as abuse.
Also they harmed the property of the prefecture according to “Criminal law Article 261 (property destruction)”.
I request that Kumamoto prefecture cooperate with related parties in an investigation into a possible violation of laws, and instigate legal proceedings with the police department.
I would like to ask your show of determination to avoid other such scandals, by prosecuting in accordance with law.
I would like to ask you, as a public employee and public institution, to follow the Criminal Procedure Code Article 239 Clause 2, “A government official or local government official shall file an accusation when they believe an offense has been committed.”

We, Inuneko Kyusainowa, rescue afflicted animals from Fukushima and Kumamoto.
We won’t, for some time yet, be able to reduce the 160 cats currently under our protection.

Preparation before going to Fukuoka.
Tried to make it so the cat does’t notice it’s a capture cage.
Okuma and Futaba were closed by the barricade as “difficult return” areas.
We can’t end this activity without the rescue of all the cat’s.

This is the food from your support.

I use a normal car with snow tires only for Winter, not the usual smaller car.
I can load more than usual, but the gasoline expense and expressway charges are higher.
We never know when it will snow, so I’ll use this car until March.

This time, 5 days of activity started with Matatabi & Nekokatsu, and then I was the last one after Maria.
Madao made something to keep crows out.

Set the food deeper in the inventively devised capture cage.

Set it at a high place to avoid wild boar.

It’s such a heavy job, setting 2 weeks supply of food at a higher place.

Today, the wind was very strong and cold.
My left hand and left foot were getting cold, and couldn't move well because of numbness and pain.
I felt so sad, but the plum blossoms healed me, so gently, as Spring is just around the corner.



I have left the barricade at just right time.
The screening test for radio activity showed a higher exposure reading than usual.

Usually I return to Naraha base, and wash the dirty capture cages.
But it is too cold outside after dark.
So I decided to bring it back to Kawasaki.
