A dog breeder had Takasaki city, Gunma prefecture, protect his dogs as abandoned dogs.
Gunma Prefectural Police arrested Tomoyuki Sekizaki (50) on the charge of business obstruction through fraud.
The suspect, Sekizaki, is a dog breeder in Takasaki city.
Gunma Prefecture Police said that he was having trouble treating old dogs which he can’t use for breeding.

Sekizaki lied to Takasaki Animal Welfare center, saying that someone left 3 dogs in March, and 8 dogs in August, in his breeding place.
He let the center protect his own 6 dogs, and thereby interfered with the city’s program.
He said that he understands the arrest, but denies the charge.

Gunma Prefectural Police, Consumer and Environment Protection Division, said they protected four Shih Tzu, one American Cocker Spaniel, and one Pug.
On September 26, he also dumped three Chihuahuas on the agency.

Gunma Prefectural Police were investigating the charge as a violation of the Act on Welfare and Management of Animals, (abandonment), and a person who claimed to have been provided a dog by Sekizaki appeared.
After the DNA test, it was ascertained that one dog came from Sekizaki.
The Act on Welfare and Management of Animals has changed as of September of 2013, and the self-governed body is able to deny requests to accept dogs and cats from the supplier. (Syuji Ozaki)

This is the number of dogs and cats that were taken by the self-governing body and killed.
The Ministry of Environment added up the figures last December and announced results.
It was bout 30,000 less than the year before, but we have to accept the reality that so many pet’s lives are taken.

Pets give joy to our lives.
Dogs and cats have various emotions.
However, the number killed tells us that we treated them as objects.

The pet industry market is worth over one trillion yen.
The number of dogs and cats produced through breeding is over 20 million, more than the population of children under 15 years old.
One of the reasons is the decreasing birthrate in relation to the ageing population.
Increasingly people think of pets as partners.
However, abandonment doesn’t die out.
Last year, for example, popular small dogs like Chihuahuas were abandoned in one case after another.
This happens because they treat dogs like objects.

To improve the welfare of pets, the Act on Welfare and Management of Animals has changed as of September of 2013.
It advocates the social realization that a person and the animal live together, and gives the responsibility of lifetime breeding to the owner, which must take care of the pet throughout it’s life.

The self-governed body has a duty to accept dogs and cats at the request of the owner.
However, it stated clearly that the self-government body can refuse to accept the request from suppliers.
It imposed on suppliers the duty to submit to the self-governed body a breeding plan which considers the health and safety of dogs and cats.
These measures are certain to lead to a decrease in the killing of dogs and cats.

However, refusal to accept doesn’t solve the problem, and the abandonment of dogs is likely to happen again.
Many self-governed bodies cooperated with the humane association, and found foster families even before the enforcement of the revised law.
It is necessary that public and private sectors cooperate, and promote the acceptance of pets.

The responsibility of the owner is heavy.
Do not buy pets impulsively, just because they’re so cute.
It is impotent to think about whether we can take care of a pet until the end of it’s life.
Also it is necessary to take care of sterilization to avoid unexpected breeding.

Pet suppliers, such as breeders, distributors and temporary storage facilities, number approximately 40,000 in the whole country.
There are some traders which make inferior conditions for pets to reduce their costs.
But there are limits on the administration’s ability to monitor and provide guidance.
Even if a humane association reports the malicious suppliers to the administration, there are many case which can’t be improved.

Consumers have to make sure of whether or not breeding facilities and exhibitions are adequate, whether they are clean or not, and whether the explanation at the time of sale is appropriate or not.
This could reduce the number of malicious suppliers.

We must not make any creature unhappy with our selfish behavior.

A special elderly nursing home “Sakura Village Yamashina” in Yokosuka, Kanagawa, accepts dogs and cats from the animal welfare center before they are killed.
This effort was started to save the animals, but it has also warmed the hearts of the residents.

Sakura Village Yamashina, located in western Yokosuka city, among the mountains.
On the second floor, 40 people living with 6 dogs and 8 cats.
12 of these came from an animal welfare center, or were animals left after the owner died.

It was started when they opened in April, 2012.
The tenants can also bring their pets.
Michihiko Wakayama, (49), director of Sakura Village Yamashina, said that they give priority to the pets for which a foster parent is difficult to find due to advanced age and disease.

Sakura Village Yamashina pays for the food, and 15 volunteers help with going for walks.
A dog called “Mucchan” was rescued near Fukushima 1 nuclear power plant after the disaster. Mucchan had a heart disease, but has recovered thanks to nursing by staff. Mucchan lived in Sakura Village Yamashina until dying last May.

It may be a good vocation for a Web designer who likes cats?
Internet-related business company “Ferray” is doing website production for smartphones under the observation of 9 cats.
Their help-wanted advertisement is very unique.

There is a cat allowance.

Ferray, which has 9 cats now, is hiring smartphone Web designers.
Cats pull the LAN cable, input odd things with keyboard, hang up the phone, play in the client’s bag…etc. It sounds like cats affect duties in this IT company.
But Ferray strongly asserts that it’s still possible to get work done even surrounded by cats!
Minimum skill and experience are necessary, but whether or not one is a “cat lover” is also a consideration.

Animal Rescue Fund’s most important goal is to reduce the number of animals killed in Japan to zero by urging administration to change, reform, and improve the prevention of cruelty to animals. In order to reduce the number of animals in need, we work to raise awareness and support for the importance of sterilization operations. Each year, we spay and neuter more than 1000 stray cats. We are always putting animals up for adoption to help those lives already born in finding a loving home.

TNR Japan Animal Welfare Hospital:
We first opened our TNR Japan Animal Welfare Hospital in February of 2011 in an effort to make our dream a reality - to lower the number of dogs and cats killed in Japan to zero. At our hospital, we spay and neuter cats to reduce the number of unfortunate stray cats. Our hospital strives to help unfortunate animals in need of medical care.
The lives of numerous pets and livestock were lost as a result of the unprecedented earthquake and tsunami that occurred in Japan on March 11th 2011 and the radiation disaster caused by the stricken Fukushima Daiichi Nuclear Power Plant. Animal Rescue Fund goes directly to the 20km evacuation zone around the stricken Fukushima Nuclear Power Plant to rescue animals.
Animal Rescue Fund is based in Kanagawa Prefecture’s TNR Japan Animal Welfare Hospital. Therefore, the animals that we rescue from Fukushima Prefecture are brought to TNR Japan Animal Welfare Hospital located in Kanagawa Prefecture. Here, the rescued animals receive medical care and are returned to their owners or are put up for adoption.
We also work in urging the government and administration of Japan to support the protection of animals in need.
