Cats from Fukushima
We are looking for a host family who can accept FIV (AIDS) cats or FelV (leukemia) cats. Many cats that have FIV or FelV were rescued in Fukushima. We found some host families for some cats but still we have more. It is not comfortable for them to live in the cage. But as we have so many cats and dogs, we have no choice but to keep them in cages. We hope that you can accept them as your family, give them love, and more space to live. Or if you know someone who wants to have cats, and can possibly accept such cats, please give them the information. We will explain about the disease and vaccine. Thank you so much.

Our rescue activity will continue. The town is decorated beautifully with Christmas decoration. The atmosphere is so lively. No one wants annoyances, everybody wants to enjoy their life, and be happy. But in fact, still so many people are suffering in the northeast, and many more animals are also suffering. This gap makes me sad. This week, I am going to Iidate-mura in Fukushima, where I couldn’t go for a while, and try to drive a wider range. From now, we load much food for this trip. TNR (Trap, Neuter and Return) in Winter
The second year of TNR Japan Animal Welfare Hospital has done more sterilization, twice as many as the first year. Recently we are having 200 cats sterilized, with most of this activity done by volunteers.
There were about 150 cats from Chiba prefecture. Now half of the sterilization has been completed. Thanks to great efforts of volunteers, the project is going well Winter has come, cold weather for doing the captures. I get the same question often “When is the good season to capture?” The homeless cats are so many, and we don't have the option of choosing seasons that aren't too hot or too cold. So we can’t stop TNR activity even if it is the cold season.
For the baby season in Spring, we have to be ready to accept hundreds of cats. For Chiba TNR, soon we will accept another big order. Then we will accept about 200 cats from Ohta-ku, Tokyo. This number will increase. It is the first TNR for people in Ohta-ku, but they understand well. Anyway, I will go to capture there by myself. We are always busy, but we will be even busier. In Kawasaki-Ginryugai, we'll make adoption events for rescued pets 2 times, and also in Kamata and Togoshi as usual.
The temporary animal home will start soon. We hired the part-timer for it. It's difficult to find a host family for rescued cats which have AIDS or leukemia. I want to make enjoyable and relaxing spaces for them.
It’s getting busier and busier, especially for the year-end. I am worried about whether I can drive in Fukushima in winter. I'll try to bring food to as many as I can before it gets worst. I still have requests to rescue pets from off-limit areas. We are asking the owners to capture their pets when they make temporary visits to their homes and then contact a public health center to rescue them. The owner can take them back after that.
I will be one year older soon. That day I will definitely say “It was an incredible year!” with the highest number of pets in my life.
Karlie passed away
On November 20th, Karlie passed away quietly.
I mentioned him and his wheelchair on November 4th.
Karlie was barking every day but he ate well and drank water by himself. He looked like he could hang on for a while longer. When he barked, I couldn't sleep until morning. But on 20th, he didn't stop barking, and the sound was a little bit strange to me. So we lay down together in my bed and stroked him continuously. Then he fell asleep at 9:00am. After that he looked ok. I had to leave, to get a sick cat, and went out for 1 hour. When I came back home at 21:00pm, he looked like he was sleeping, but he didn’t breath any more.
Karlie was rescued from the Chiba Public Health Center by a volunteer. I thank all of you; the volunteers, his foster parents, supporters, and the doctor of TNR Japan Animal Welfare Hospital. Karlie was happy with all of your support.

You already know through the internet that cruel cat-killer Katsumi Hirose, was arrested. He made very good impressions at animal rescue parties, and on individual people who were looking for host families for cats. But his reason to accept the cats was murder. The number of cats which were killed is enormous. Since his arrest, he remains in detention as of November 18th, 2011. There is a good chance of him being prosecuted. However, there are so many cases to prosecute. If the prosecution is informal, the penalty is only a fine, and then release.
The law in Japan is really not enough. Although we don’t have time to complain about it, we would at least like to do something. So if you are living in Japan, or have Japanese nationality, I want to invite you to join this signature-collecting campaign. 2 rescued cats returned to their owner
We were taking care of 2 cats which we rescued in Ohkuma-machi. We are delighted to report that we brought them back to the owner, who is living now in a temporary house in Aizuwakamatsu. I couldn’t stop crying for them.
The owners who have been allowed by administration to live in temporary houses are increasing, and some of them are getting their pets back. But, on the other hand, still so many animals are left in hunger and coldness, and lives are lost daily. This owner left more cats in Ohkuma-machi which were impossible to rescue. Other residents in this temporary house showed me photos of their cats, and entreated me to rescue them. This is too sad.
Soon Ohkuma-machi will have an election of assembly members. The residents are asking assembly members and the mayor directly about animal rescue before the election. There are some assembly members who talked to the mayor about it. The voice of the residents is strong. Please keep on going and speaking out with loud voices!





There is no reason why we cannot implement humanitarian measures
The following are extracts from the questions and answers about saving domestic animals. This topic is from the blog of Kachiku Otasuketai (volunteer party for saving domestic animals).

The next issue is animals about which Mr.Yoshino asked yesterday. He didn’t mean to make a display of eccentricity to show those photos. It shows how he has been thinking about people and how he has been making efforts for people. Minister Genba knows well about it as in the same electoral zone. It doesn’t matter if you are in the Government party or nongovernment party.
I heard yesterday that the Minister said he will try to solve this problem by the end of December. But please think it is still beginning of November and we have 2 more months. It means we have to leave the animals 2 more months without food and water. Then their life will be gone as we saw in the photos.
I don’t think this is right. This is not only an emotionally-charged argument. Also legally this is not right. I think you know the Act on Welfare and Management of Animals, Article 44. Please describe the point.
Kano Minister of State (hereafter “Kano”)
We recognize that it is to respect the position of animals and take measures.
Ishiba : This law does not belong to the Ministry of Agriculture. But you understand well because this issue always has this kind of argument. Article 44 said “A person who has committed on a protected animal such cruelty as causing debilitation by discontinuing feeding and/or watering without reason shall be punished by a fine of up to five hundred thousand yen.” And the "protected animal" means cattle, horses, pigs, sheep, goats, dogs, cats, domestic rabbits, chickens, domestic pigeons, and domestic ducks and so on.
On the other hand, there is a law for nuclear energy called “Act on Special Measures Concerning Nuclear Emergency Preparedness”.
My question is that the government gives priority to this law over the animals or has good reasons for the present situation.
Here is another question. I believe you know the standards of raising and keeping industrial animals. “The administrator that is the owner protects the industrial animals immediately in case of emergency disaster such as earthquake or fire and endeavor to prevent any accident by industrial animals.” I believe you know this standard. Then why can this standard not be achieved. The owners cannot discharge their duty because the government has prohibited them from going into the area. So it is a matter of course under the law, that the government has to discharge the duty instead of the owners.
Kano: In the off-limits area, we have taken measures to make the fence in the lower radiological dosage area and somehow enclose the animals. Basically in the Nuclear Emergency Response Headquarters, the decision is to dispose of the domestic animals in off-limits area.
Ishiba: Excuse me but you didn’t answer to my question. There are “Act on Special Measures Concerning Nuclear Emergency Preparedness”, “Act on Welfare and Management of Animals” and standards of raising and keeping industrial animals. I am asking you how these laws are related.
Edano Minister of State. (hereafter “Edano”)
I will answer you as the vice-chief of Nuclear Emergency Response Headquarters. The action for animals was not enough as we had to give priority to humans at an early stage when we set up the off-limits area because of the nuclear power accident.
The relation between such laws is “without reason” which is interpreted as unavoidable action.
The Ministry of Agriculture, Forestry and Fisheries has made efforts, for example putting animals down, and will enter the off-limits area after the effect of radioactive for human’s health falls. The Nuclear Emergency Response Headquarters is cooperating with the Ministry of Agriculture, Forestry and Fisheries and is making effort to take action especially for the animals which are alive.
Ishiba: This has been discussed so long and pointed out many months ago. Since then, day by day the lives of cattle have been lost. Did you look properly at those pictures yesterday? Can you look properly at them? I think no one can. If there is someone who doesn’t feel sorrow, I doubt his humanity. I was so sad. Our responsibility is so serious to imagine how those cattle died.
I don’t think we can be so arrogant. I am not satisfied with this answer but Edano Minister of State talked legally.
The owners have a duty to perform. Also they must give food and water. If they can’t enter into the off-limits area, it means of course they can’t discharge their duty. The government has forbidden them to enter. So the government has to take responsibility. The owners ask and cry to the police men to let them go in to give some foods and water. Isn’t it crazy? We are losing lives even now. This is an urgent matter. Why cannot you say that you will do something to save lives urgently? Why can’t you? I am asking you, Minister of Agriculture, Forestry and Fisheries.
Edano: I hope to get your understanding that we were not prepared enough for the accident of nuclear power plant. Then as a result, our action was not enough especially for the residents and animals. We are deeply sorry about it.
We give the priority to human life and health. The Self-Defense Forces and the Fire Defense Agency made effort with huge risk. I can’t deny that we couldn’t ask them to take more risks for the animals.
I fully accept this indicates that our action is still not enough. The Nuclear Emergency Response Headquarters and Ministry of Agriculture, Forestry and Fisheries are cooperating strongly and acting quickly.
Ishiba: I won’t talk about this matter anymore but, Mr.Edano, you understand how these owners are suffering. I don’t want you to say just sorry. But we can feel sympathy. Human lives are still a big issue. However the Self-Defense Forces carried cattle by CH47 for Mayakoshi-mura. I don’t say that the Liberal Democratic Party was right for everything. But it was a humane action to carry the cattle even using the Self-Defense Forces.
Anyone can do it even now. We are not talking about the infectious diseases like foot-and-mouth disease. It is also important to take data scientifically from these cattle. Ministry of Agriculture, Forestry and Fisheries, still now, in this moment, the cattle are suffering. The owners are distraught with grief. You must understand this situation and think what you can do now or search if there are any cattle which you can move now. Please think and give instructions now but what do you think?
Kano: Committeeman Yoshino brought up the problem with more details and I tried to answer it. And then Committeeman Ishiba indicated today. So immediately we will take concrete measures like to promote research of radiological dosage from cattle.
Ishiba: Please save them as much as you can. Please do it immediately. Please do not let them suffer any more. We must do this as part of the government’s responsibility.
Kano: The concrete measures which I mentioned now are put into effect today.
Ishiba: I will verify it day by day. It doesn’t matter if we are in the Government party or nongovernment party.

Spread this information to the owner in Fukushima
This is very important information for the owner of pets in Fukushima. You still can rescue them! We have to save them! Do not give up!
If you know anyone in Fukushima, I appreciate if you can spread this information.
Today, on November 17th, TNR Japan Animal Welfare Hospital called the town office in off-limits area and Sohsoh welfare office in Fukushima.
If you give the information about your pets to Sohsoh welfare office in Fukushima, they will go to rescue. If you return temporary, please be ready to capture the cats or bring the leash for the dogs. In case you can’t capture your pets, please bring enough food (at least 20kg). If you find or capture someone’s pets or ownerless pets, please do the same as you do to your pets. Please call Sohsoh welfare office in Fukushima before you return, inform which date you will go and planning to capture your pets. Please leave your pets in the entrance or wherever easy to find with enough food and blanket to avoid the coldness. As soon as you decided where you leave, please call Sohsoh welfare office in Fukushima again and inform where you leave and what kind of pets.
In case you can’t capture your pets (or any other pets’ information), please also call Sohsoh welfare office in Fukushima and give request to capture and give the food and water.
The cautious cats are difficult to capture and need the capture cage. You can rent it from the Society for the Prevention of Cruelty to Animals.
Fukushima prefecture can also patrol the off-limits area. You don’t have to wait for the temporary return and give the information to Sohsoh welfare office in Fukushima.

TNR (Trap-Neuter-Return) in Chiba prefecture: Help! The unfortunate life to continue to increase.
14 cats has arrived at TNR Japan Animal Welfare Hospital from Chiba prefecture. I was surprised this large number and admire such quick work.
This is heavy work for individual and it is necessary to find the support. I want to assist such people anyhow and thinking what I can do.

The captured number is 67 cats (42 female, 25 male) at November 10th. 4 cats already found the host family and 6 cats are under the protection.

The government should focus on humanitarian measures!
Saving life is saving minds.
We are almost overworking to rescue the pets from off-limits zone in Fukushima. Our TNR Japan Animal Welfare Hospital has no vacancies. To give the new life to the pets and also receive more pets, we have been holding the donation event every week. However day by day, the interest for the host family or temporary host family is less and less.

The mix with Labrador Retriever which was rescued in Iidate-mura is very gentle and wheedling but it’s difficult to find a host family. Now a volunteer is taking care of her and is continuing to look for a host family. She is a 23kg female. If you are thinking of having a dog, please consider having her in your family.

I am getting used to loading the food for Fukushima. I am worried about how long we can give food. The Winter has come to Fukushima. The situation for abandoned animals will be more severe with hunger and coldness. We appreciate your warm support to save their life.

I talked with someone from another rescue party. She said there are so many spots in which many pets are gathered. What they can do is give food. Even if these pets can survive, it is difficult to make the sterilization and difficult to cut the chain of misfortune. They have no idea what they should do. I am thinking same thing as them. The sterilization is important to not to bear the misfortune life anymore. Why can’t we do the rescue activity with some dignity? This is really ridiculous.
Meet again with the owner since 8 months.

They are Benkei and Okame in Okuma-machi.
They were rescued following the request from the owner. As the owner lost the house, a volunteer has been taking care of them with much love. Finally the owner has decided to live in the temporary house. It took 8 months to meet again.

The owner drove 10 hours to pick them up. They stopped by TNR Japan Animal Welfare Hospital. I was very happy to meet them. They told me the serious situation for abandoned animals in Okuma-machi. There are still so many rescue requests from Okuma-machi. Many residents don’t know that the rescue party can’t go into the off-limits zone. The mayor election is soon and many residents have been asking to rescue the pets and the domestic animals.
I hope to receive permission for rescue parties to go into the off-limits zone as soon as possible.
Hope the smiles come back to the owners and the animals.
Temporary shelter “Animal House”
“Uncle Cat” is famous around my area. He loves cats and he trying to take care of the cat which is left by an irresponsible feeder around Fujimi Park. He is not good at cleaning and I have been helping him to clean his house. He gave up to going for feeding. I helped him to capture these cats and find the host family after the sterilization. It took 1 year. Currently there are 20 cats, who’s host families are difficult to find, staying in his house.

His house is big and fun for cats but very old. Sometimes cats escape from a hole. After a long discussion with him, we rebuilt part of his house together and use it for the cats! This can be a temporary “Animal House”. Then I can have more time to find a place for “Animal House”. We try to scrape together as much as we can to save money. We pay a rent and take care of cats and clean the house. I made up my mind to take care of these cats my whole life. Thank you “Uncle Cat”!.
We started to rebuild in the beginning of October. The construction is going well. We put a light at the entrance. We put the tap outside to clean the rubbish. The entrance door can be locked from outside and also inside. Then we put another door as double, it is safer. This is very important to avoid the escape. It should be practical more than for the aesthetic. We also put in another door to separate his room and his own cats. Everything is fine. But........

To open the first door, there is already so much food and the sand for toilet. But?? The door is wrong????

NENE was rescued in Fukushima.
She was lucky to be saved and found a host family.
She has started her second life with much love from her new family.

Letter from NENE’s host family.
Thank you so much for visiting us from so far away.
NENE is completely fine. She got a little fat. So we reduced the food a little to 2 times a day. She goes to the toilet 1 or 2 times in the morning and also in the evening.
As you can see in the enclosed photo, she likes this window and stays there from the sunrise to 11:00pm. She looks like she is enjoying herself listening to the birds’ twittering and the sound of trees, smelling the trees and plants, and checking the neighbor’s cat. Maybe she remembers Fukushima where she was. But she has accepted where she is now and stays very peaceful.
Concerning about the relationship with our family, NENE is curious about my son. If he takes a bath, she is waiting in front of the door. She tries to get in his room to tear the papered sliding door and scolded then she runs. After my son and I went to bed, she is playing with my wife and daughter.
On her first day, we put her in the cage. But from the next day, she sleeps together with my wife and daughter. Her first demand in the morning is to be rubbed. After she is satisfied, she goes to her favorite window.
Karlie’s wheelchair
An old dog “Karlie” can’t stand up by himself. I accepted him from Animal Leading Center in Chiba. His appetite is good enough. But he is not happy to be bedridden and barking all the time. I try to find the comfortable position for him and stroke him, rub him, hold him and lie down with him but he doesn’t stop barking. I wish to give him the peaceful time.
Now one volunteer has found a wheelchair for Karlie!

Prohibition of the pets’ exhibit in the night. Enforcement from next June – Ministry of the Environment

Ministry of the Environment announced to prohibit exhibiting the pets for selling in the shop after 20:00pm. The pet shop which is open until late at night or 24 hours are increasing. This gives so much stress to pets and it is necessary to control. The Ministry of the Environment indicates the Central Environment Council (advisory body of Ministry of the Environment) which discuss the adequate administration of pets that Act on Welfare and Management of Animals will be revised and enforced from next June.
In the renewal regulation, it will be prohibited to exhibit the pets and for selling them from 20:00pm to 8:00am. During this hour, the trade should turn down the light and make a quiet environment.

This is fabulous news. However in this country, there are 2 different worlds, no entry area and entry area. So many pets are still dying in the no entry area. One world is to discuss the revision of laws for animals. Another one is a dark world and a hell that is not acceptable to live in. I can’t stop thinking of the animals that are left in that dark world.
A cat has gone.
A cat which I rescued on October 16th is dead after 10 days. She was only 1.5kg. This is too sad.


I want to report how I rescued her but I don’t have so many photos of the rescue. I don’t have that much time to take photos and if she runs away in fear of the camera, her life is over. The biggest priority matter is to put out the tasty food with good smell and prepare the capture cage quickly. If a police car comes, even one minute after, I can’t save her life. The boundary between life or death is happening in one moment.
It is difficult to describe how she appeared. We were driving in a narrow road of the field. Suddenly a very thin cat appeared. She was all skin and bone. If we stop the car right away, we can be found by the police easily from both sides of big road. But how we can leave? We stopped the car and opened the door. Then she stepped back. “Don’t go!” I quickly threw her the food. How long was she not eating. She jumped on to the food and ate like a vacuum cleaner. Her hunger was much more than her fear. We quickly set the capture cage. It took only 1 minute to get her into the cage.
We left this place quickly and hid behind a private house 200m ahead. Then we found another very thin cat.

All day long, we can’t relieve the tension like this.
Why do we have to hide?
Why it is not forgiven to rescue them?
Every place where we left food is empty. The cat that we are feeding with the owner’s request is getting thin. We want to come back again but I don’t know if we can come back again. Our government and administration doesn’t help us at all. If they don’t want to help us, please do not disturb us!
Whenever we go forward, find cat after cat after cat...... The time is limited and food is almost finished but again we find another cat. “Do we still have something?” “Yes one can.” Then again another cat. “Do we still have something?” “I have one piece of bread.”
Recently we are seeing so many kittens. I think they were born last spring after the disaster. They don’t have mother. They don’t know their mother. They are alone. I don’t think they can survive the winter.
I see so many insect legs in their feces. The 1.5kg cat was eating the food somehow and I expect she could make it. But doesn’t stop the diarrhea and doesn’t increase the weight. She used up all her strength in 10 days.
The starlit sky in Fukushima is so beautiful. I see those stars as lost lives. I am so sorry that I couldn’t save you. She must be someone’s cat and had a family.
Still more cats are waiting to be rescued. Waiting for the family. I beg you if you left your pets, please speak up loudly and find a way to go to pick them up.
Please be careful not to leave behind the capture cage in off-limits area.
Thank all of you who have been doing rescue activity in the off-limits area. We found a capture cage in the off-limits area that seems to have been forgotten. No cats were in this cage.


To avoid the accident of leaving behind the cages with cats, I write about it in this article. The situation in Fukushima is an extreme situation. The rescue parties and volunteers continue to get tense. Normally such people are used to doing this kind of activity and it is difficult for them to imagine forgetting the cage. But anything can happen there now. Their life is also in danger. The rescuers have to work without sleeping. It is over the limit both physically and mentally. This is not something that everyone can do. Forgetting the cage is something that is possible to happen even to myself . So I warn myself and beg you to not to let such an accident happen. I pray that our rescue activity can rescue the lives of as many as we can.
There was a name tag on the cage but it is wet and I couldn’t read it. There was also a white cloth with red line. These signs are supposed to avoid losses or accidents. But this town is no longer alive. It is impossible to be found. If anyone knows the capture cage with these signs, please inform them to prevent the relapse. We tried to contact with the selling agency of this capture cage but can’t find them anyone. We keep this cage. Please contact us if anyone knows any information.
