The Association for Saving Affected Farm Animals of Fukushima was established on February 21st, 2012. They are now doing a signature‐collecting campaign on their website.

Many cows are killed every day by the decision of the Japanese government in the restricted area around the accident of the Fukushima nuclear power plant in Japan. Many farmers had to release their own livestock due to the evacuation order after the disaster on March 2011. Currently the government leads roaming cows into fenced areas in order to euthanize them. Cows are terribly mistreated in fenced areas, are suffering from hunger and thirst, and some have died of starvation.

We are requesting the Prime Minister of Japan and related government offices to stop killing cows and improve respectful treatment of them.

From Nagatacho: I asked some questions about the state of suffering animals. (March 5th, 2012)

I indicated that this situation was caused by the government, which did not set a precise course for the evacuation of pets, and the treatment of domestic animals.

For this question, the Senior Vice-Minister of Environment from Yokomitsu admitted that their response was generally late and insufficient. He also said that the Ministry of Environment will carry out rescue activity of abandoned dogs and cats this month, for 3 weeks.

However, the rescue activity is not so easy now because of deaths from starvation, and dogs becoming feral, and breeding. He said we have to find more timely measures for the future.

We also discussed the Japan Kennel Club. It is a commercial enterprise, but strangely classified as a Public Interest Corporation. Connected to the bureaucracy, it seems like a golden parachute destination.. I pointed out that one of recommended shops operated by Japan Kennel Club a dog's sickness was ignored, and a small dog exhibited abnormal behavior. I indicated their inadequate breeding and administration under poor conditions. They replied that they cooperate with guidance from the Ministry of Environment.

Finally, I spoke about article 2 of the Welfare and Management of Animals Act. “In consideration of animals as living beings, they should not be killed indiscriminately, not hurt, not made to suffer. We must consider a symbiosis with animals, and treat them with consideration.”

【Nagamura】*The chairman of the board of directors for Japan Kennel Club. He is a former official in the Ministry of Agriculture. What I said may have been misunderstood. What I wanted to say is that there are so many domestic animals, like pigs and cattle, which are not fit, and impossible to evacuate together. For such domestic animals, if we see a situation in which we won’t be able to rescue them, let us immediately euthanize them by shooting them dead. It takes too much time, and so much energy, to kill them by poison. If they can’t be evacuated, a specialist should euthanize them by shooting. If we can add this into the law, it will be useful for disasters like this one. Of course, it must be understood that this is a reasonable strategy for animal welfare. This is what I wanted to say.

【Hayashi chairman】 The Welfare and Management of Animals Act is quite principled. Committee spokesman Mr. Nagamura meant we have to add the article for cases of disaster.

【Yamazaki committeeman】 To avoid misunderstanding of what committee spokesman Nagamura said, I want to add a comment. I think the Veterinary Association should make a document for allowing euthanasia to take place this way. In fact, the inspector of RSPCA in the UK, (The Royal Society for the Prevention of Cruelty to Animals), use rifles for euthanasia as a matter of choice. They bring the gun by car, locked in a case. They try to minimize trauma to the animals. We have to be precise about what euthanasia means, and then we have to consider what spokesman Nagamura said.

Certainly the RSPCA puts down animals by gun. However this does not apply to healthy animals, even though it is difficult to evacuate them. The former head of the RSPCA Inspectorate, Mr.Tony Crittenden, said 'We do euthanasia for animals which suffer terrible, incurable pain, when it would be cruel to allow that suffering to continue. We don’t call it is euthanasia if it is a painful death like in Japan. We don’t kill easily if there is any possibility of remedy and cure.

Donation event in Fukushima

After the two-day of donation event in Fukushima, I thank you all so much for your support. We have had excellent results. I deeply appreciate it. However, I had so many things to do when I came back to Kanagawa.

It was very bad weather for going to Fukushima, but the snowscape was so beautiful.

The venue was “Mazessa Koriyama”. There was a photo exhibition of Koji Nakagwa on the 2nd floor. He has been taking photos of abandoned animals in Fukushima.

We were worried about whether we could gather many people because of snow and cold weather. However, the people from Mazessa Koriyama were calling with microphones to pedestrians, despite the cold.
"Please accept abandoned pets from the off-limits area as your family.”
“Please visit the photo exhibition and see the truth.”
“We call aloud to the people in Fukushima. We can still save lives.”
Their action gave me so much energy.
I almost cried tears of happiness.
Many other people also responded.

The volunteers and people in Fukushima have so much passion. Why don't our politicians listen to this.

It’s been one year from the disaster on March 11th. I was in the hospital at that time for the rehabilitation of cerebral infarction. After that I hurried to the afflicted area and began desperately doing rescue activity. These people today in Mazzesa Koriyama never imagined having a donation event. They try so hard to save the animals.
At the same time, the animal doctor and the volunteer in TNR Japan Animal Welfare Hospital cooperated, one and all, for the donation event.
Our power is made greater by this cooperation.

The next day the weather was fine, and the street was busy with pedestrians and various events. Our members also heated up the event.

At 14:46, the time of the the earthquake, Dankan, who is a comedy actor, visited our event.

TNR Japan Animal Welfare Hospital and Fukushima found host families for 7 cats and 3 dogs. When people who want to save lives gather, we become a powerful energy. Thanks to people who came from Yamagata, Saitama, and Fukuoka. I wouldn't have been able to do it alone. I deeply thank all of you for giving me such strong energy.

It is too sad that 50,000 yen is the value a life. I want to hold them once again, let them live. Still now thousands of pets are left behind in the off-limits area. One after another they perish. Tokyo Electric Power Company must rescue these pets before they die.

The lawyers for victims of the nuclear plant accident announced a settlement in a case pertaining to the Nuclear Damage Dispute Resolution Center, coming to terms with Tokyo Electric Power Company. The substance of reconciliation is as follows;                                                                                                                  1. The damage for a building is 14,000,000 yen, the damage for household effects is 4,750,000 yen, the compensation per person is 1,420,000 yen (from March to November, 2011), the compensation for the death of a pet per person is 50,000 yen, making a total of 23,127,050 yen, (U.S.$280,515), including the lawyer's expenses, for the petitioner (a married couple), to be paid by March 9th, 2012.

2. Separately, 120,000 will be paid for transportation, hotels, and medical expenses.

3.The temporary compensation allowance of 1,600,000 yen already paid is not to be deducted.

4. 1,000,000 in further compensation will depend on circumstances of the victims, as negotiated and agreed of by the concerned parties.

Lawyers for the victims of the nuclear accident offered this plan to Tokyo Electric Power Company on December 27th, 2011, and, after having refused at first, TEPCO finally accepted the terms. This result is assessed as an advance of relief for the victims. However there are still some problems to be resolved.

There are so many cattle, cold and hungry, inside and outside of the fence. Where is the food? Where is the water? Food may just bring them all together to be euthanized. Miserable cattle.

Mr Y in industry Division in this town explained the process;
Q: Does somebody provide food and water?
A: Yes, we provide food and water.

Q: Who provides the food and water, and where does it come from?
A: The person in charge of the government Ministry of Agriculture, Forestry and Fisheries. It comes from the livestock hygiene service centre in Iwaki city.

Q: How long are they left with no roof, all wet, under such bad conditions?
A: It depends.

Q: What about the ones that came into the fenced area, are you planning on keeping them alive?
A: We kill the cattle with no tag, and ones for which we have permission from the owner.

Q: Do you kill them in this place?
A: Yes, in this place.

Q: You use injection for killing?
A: Yes, it is euthanasia.

Q: What drugs do you use for euthanasia?
A: Please contact with Iwaki livestock hygiene service centre.

Q: If the owner doesn’t agree with the euthanasia, what happens to their cattle? Do they die from starvation in these terrible conditions?
A: We provide food. It's not perfect, but there's no food outside of the fence, and they risk falling into ditches. There is more food inside of the fence.

Q: The pen will be full of cattle if you can’t get the permission of the owners.
A: There haven't been any cases of owners who don’t accept euthanasia. It has been smoot
h, although maybe that's not the most appropriate word to use.

Q: They might be forced to accept this. How many cattle have you killed in your town? A: 80.

Some pet owners offer us their house to leave food and water. They have big hearts, and the generosity to save abandoned lives. They are also having a very hard life. But even in such a difficult situation, people can offer support. I want to be be like them, to be humane like them.

This time it was very hard work, in heavy snow. It was very cold, but I was drenched in sweat.

The rescue request this time was a for a few pets, around 1km area from the nuclear plants. I have never been so close to the nuclear plants. When I heard the news of blockades, my body and heart almost burst with grief. I tried to gather information from people who bring food, and rescue pets near nuclear plants. This time I went farther than ever.

Beyond this is the ocean.

It is not too late. If we move now, there are lives to be saved, just there.

Please let us rescue them.

Luckily, we had a request from one owner, for 2 cats. We confirmed one cat in Namie-machi. The owner will take him/her back as soon as they find an apartment.

Another cat’s owner offers us their house to leave food. Thanks to this cooperation, we rescued many cats there. Cats that had been seen, but fled last August, were finally caught in October. It's possible that some have wandered from their original locations, so we're checking each by photo. Actually this cat is already living with a host family. But if the owner is found, we'll give it back. This is the agreement with the host family. I told this host family about this inquiry today.

Leaving for Fukushima

I really don’t know what to do.
Just crying about it won't help.
I'm going to Fukushima now.
If there are barricades at 1,000s of spots, what can we do?
We still don’t have the enough refuge space, but we continue to rescue as many pets as we can from around the nuclear plants.
I asked the pet hotel in Fukushima to help with housing these pets.

Japan going mad. Blocking the roads to the 50mm sv evacuation zone with barricades.

On February 24th, the government announced it's plan to block the roads to the high radiation evacuation zone (annual radiation dose of more than 50 milisieverts at one meter in height from the ground), with barricades. The creation of evacuation zones will be re-assessed in April. This measure will take effect at thousands of points.

The purpose of the measure is to keep people out of the high radiation area, and also to protect household effects in the evacuation zones. The review of evacuation zones is intended to replace the 20km off-limits area with more specific locations, targeting especially high radiation areas.

For temporary home visits by residents, relevant barricades will be temporarily opened.

The killing of animals due to decisions made by administration goes against my firm belief in preventing cruelty to animals. Animal Rescue Fund’s most important goal is to reduce the number of animals killed in Japan to zero by urging administration to change, reform, and improve the prevention of cruelty to animals. In order to reduce the number of animals in need, we work to raise awareness and support for the importance of sterilization operations. Each year, we spay and neuter more than 1000 stray cats. We are always putting animals up for adoption to help those lives already born in finding a loving home.

TNR Japan Animal Welfare Hospital:
We first opened our TNR Japan Animal Welfare Hospital in February of 2011 in an effort to make our dream a reality - to lower the number of dogs and cats killed in Japan to zero. At our hospital, we spay and neuter cats to reduce the number of unfortunate stray cats. Our hospital strives to help unfortunate animals in need of medical care.
The lives of numerous pets and livestock were lost as a result of the unprecedented earthquake and tsunami that occurred in Japan on March 11th 2011 and the radiation disaster caused by the stricken Fukushima Daiichi Nuclear Power Plant. Animal Rescue Fund goes directly to the 20km evacuation zone around the stricken Fukushima Nuclear Power Plant to rescue animals.
Animal Rescue Fund is based in Kanagawa Prefecture’s TNR Japan Animal Welfare Hospital. Therefore, the animals that we rescue from Fukushima Prefecture are brought to TNR Japan Animal Welfare Hospital located in Kanagawa Prefecture. Here, the rescued animals receive medical care and are returned to their owners or are put up for adoption.
We also work in urging the government and administration of Japan to support the protection of animals in need.
