Life in Fukushima needs human tenderness.

Originally protected animals* live together with people.
It is hard for small, weak cats to live alone in nature.
Cats loose weight, and suffer exhaustion.

Every time I go, I see emaciated cats looking for food.
After Autumn they can’t find anything, even insects.
Each time, I get choked up, and suffer with sorrow.

Each time, I see dead bodies of animals.
How many lives......

Lay a dead body on grass and cover with cloth.
Then talk to him/her.
Did someone care about this one life?
No one.
How lonely it was, how sad to die alone.

Fukushima 20km area, the severe, hungry winter has come.
The big capture cage is set.
Wild boars are killed steadily.

Route 6, I see Fukushima 1 nuclear power plant on my left.
It’s getting dark.
I have to hurry to collect the capture cages with my fellows before it's complete dark.

This day, the last collected place was near the old Tomioka checking point.
This area was very difficult for our activity.
We couldn't even communicate with the residents.
Then some volunteers made a feeding point there to save hungry cats.
There are no houses, it's a lonely place.

But due to the smell of silver vine, cats come from afar.
If we set the capture cage, we can rescue again and again.

I can’t let them go back to this place.
I have to keep all of them. This day, a small brown tabby came into the capture cage. He/she is now in TNR Japan Animal Welfare hospital.

Fukushima : Under cover protection activity for 2 years and 8 months.

Volunteers run through the destroyed town to rescue abandoned life.
In former off-limits area, they hide their cars and themselves from the eyes of police and vigilantes, and do their work on the run.
Thump-thump, my heart seems to stop.
2 years and 8 months pass. Continuing mortal risk.
We can’t leave them. We want to save them.

Rescue and TNR of 50 cats in Fukushima by the end of the year.
Organizing the rescue team to save abandoned life in Fukushima.
“Don’t let them die. We hope our wish reaches you!!”

22 cats were rescued as of 21 March, 2008.

We carry out the protection and TNR activity of cats in Fukushima.
Our goal is 50 cats by the end of the year.
All the volunteers cooperate for sterilization, vaccination, anti-parasite treatment, and other treatments for sickness and injury at TNR Japan Anumal Welfare Hospital.
Then we isolate them until the vaccine works.
Transportation volunteers will transfer the cats to the shelter of Nyanda Guard, CAPIN and Inuneko Kyusainowa.
After that, each association takes care of their whole life.
We all want to rescue as many as we can before the bitterness of winter sets in.
For that, each association holds adoption/fund- raising events, and has been trying to make the space for those new cats.
Now we start. We won’t let them die.
We hope our wish reaches you.

2. This immobilizes them, but they don't die quickly.
3. It's difficult to stab accurately, so sometimes they must do it over and over again.

The fishermen in Taiji have been criticized all over the world because of the cruelty of their typical killing style.
Due to this criticism, they announced a new method which kills instantly.
But from watching the video, it doesn't seem to have improved much.

Mrs.Tsuruta from Animal Net Work Japan <http://animalnetwork.jimdo.com/> made a nation-wide announcement concerning the hunting of dolphins and whales.

Mrs.Tsuruta said; For example, if a culture has a historical custom of eating human flesh, and resists interference in that "cultural tradition", this will not be accepted in the global community.
For brutal, barbarous, savage acts, “tradition” or “culture” cannot constitute an excuse.
We Japanese should discuss cruelty to marine animals.
The animal rights groups of the world have been advocating for humane policies not only for dogs and cats, but domestic animals, marine animals, and fish.
In order to build a network with the global rights-advocate community, I am firmly convinced that we must speak up concerning dolphin and whale hunting, not only for dogs and cats.

There are various opinions on that.
Some say that the protests interfere with Japanese food culture and traditional culture.
But on the other hand, some say the massacre method is extremely, unforgivably brutal.
Some question whether dolphin meat really is part of Japanese food culture, or add that dolphin meat includes high levels of mercury, and thus is not good as food.

Letter demanding discontinuance of dolphin drive hunting

Dolphin drive hunting is a cruel spectacle to behold.
While desperate victims were pulled up by the tail, we could see other dolphins tremble with fear as they witnessed their fellow’s suffering.
We can’t show this to children.
The protest by the international hacktivist group has started.
There is an opinion that to protest against dolphin drive hunting is to interfere with Japan’s food culture.
But I doubt that dolphin is a basic part of our food culture.
Furthermore, the meat of the dolphin has very high mercury levels.
Over-eating of dolphin meat represents a possibly serious health risk.
Comprehensive analysis leads us to conclude that it would be in our national interest to stop the dolphin hunting, rather than be criticized from all over the world for maintaining dolphin hunting under the pretext of "Japanese culture".

The second day of TNR for 30 cats from Tokyo

During rebuilding of a mansion, after the residents moved out, some cats were left behind. They counted 28 cats, but there are more.

This is the second day of TNR for the volunteers in Tokyo.
It’s getting cold. The poor cats were suddenly thrown out, to live outside.
It's too difficult now to keep all of them in our shelter.
What we can offer is to do TNR. They captured 23 cats in 2 days.
They will capture the remaining ones on the third day.
I hope we can do TNR for all the cats.

The volunteers this time are people I know, friends who have been working in this area for 10 years.
We have been doing the same activity for the local cats.
There is an animal welfare promoter on this volunteer team.
She is the right person to talk to the owner of this mansion, and also to interface with the neighbors about this activity.
But this is not so easy.

We have other reservations for sterilization today.
So just one veterinarian does the sterilization.

Today is also a busy day.
A volunteer from Nyanda Guard arrived at TNR Japan Animal Welfare Hospital.
They will leave for Naraha shelter in Fukushima, to expand the isolated room with the help of a carpenter.
They just finished the night shift. Then they go to Fukushima for 2 days for capture and protection.
The car is packed tight, we can’t close the door.
I can’t be of real help, but cheer them on only with my mouth.

TNR (Trap, Neuter and Return ) for 30 cats that were abandoned in the parking lot of a mansion in Tokyo.

A mansion in Tokyo rebuilds. The residents already moved out, but in the parking lot 28 cats are left.

Sigh......

A volunteer contacted me. We decided to do TNR for these cats for 3 days, beginning today. Today they captured 11. Wow, none of them had been sterilized yet.

Their entire fees are paid by this volunteer. It cost a lot, and I can’t take this as free of charge. Tomorrow they are planning to capture 10 cats. Totally it will be over 30 cats. This is a big burden on the volunteers, mentally, physically and financially.
I feel sorry for that.

Fukuoka City Mayor Soichiro Takashima declared a “vow of zero”, which aims to reduce the culling of dogs and cats to zero.
Fukuoka city has tried since 2009 to convince pet owners to help reduce the number of dogs and cats getting picked up.
This declaration attempts to make the “zero culling” policy a full-scale reality.

The number of culled dogs and cats in Fukuoka in 2008 was 3022.
But in 2012, it was 558.
From 2009, under the original animal welfare administration promotion enforcement plan, they persuade the owners not to dispose of pets just for simple reasons such as moving, etc.

In September, 2013, the law of Humane Treatment and Management of Animals was revised.
In the revised version, the authorities can refuse acceptance if there is not sufficient reason.
The Environmental Health Division of Fukuoka City said that this encourages action in Fukuoka, movement towards “zero culling”.  

In Japan, Kumamoto city’s activity is remarkable.
In 2012, the number of culling was 21.
The Ministry of Environment said that depending on the municipalities, it is possible to reach zero culling. 

Also Fukuoka decided to use anesthetic injection instead of carbonic acid gas for mass disposal when extermination is unavoidable.
Anesthetic injection causes less suffering for animals.
The Ministry of the Environment values it highly, and said this is a pioneering action. 

Mayer Takashima declared a “vow of zero” at an “Animal Welfare Festival” in the west plaza of city hall on October 4.
He appealed to the citizens that the aim of the city is “ Fukuoka, Gentle to humans and animals”.

It's because I had really painful experience.
I set a capture cage to protect a cat.
But one day, a rat was in it.
The rat can put his face through part of the grid of the cage, and tried to get out from.
But the body couldn't go through the grid, and then it died in misery.

In Fukushima, I have to go to a several places, and I leave the cages for a few hours.
When I got back to collect the cage, I saw a rat that had died with his face stuck in the grid.
How this rat suffered terribly.
I was going to protect the cat, but killed a rat.

Occasionally rats had come into the cage before, but I did nothing for them.
Then rats die.I am confused, because I don’t know what I am doing.

It is too late, but this cover is to protect the rat’s life, so as not to get stuck between the grids.
This is also to avoid the cold for the cat.
I have to be gentle for any life.

He also said that the rats increased until last year, but as food is decreasing now, the peak has passed.

Between spring and summer, I went to 5 towns between Naraha and Namie, again and again, and was welcomed by so many beautiful flowers.
But the time goes so fast.
Now so many seed sand red berries declare that Winter has come.

To make smooth, efficient activity, we mapped out a course of places where cats were spotted, or TNR could happen.

The residents of the "impossible-to-return" area have no hope for the future there.
So we have to rescue the cats that were left.
People can go in and out of Naraha and Tomioka during the day.
But for cats, there is no change in the situation.
Their lives depend on waiting for food from a few volunteers.

The kennel is strong and durable.

In just a week, the water becomes so dirty.
We wash all water bowls and pour fresh water.
But the water tank is so heavy, and my back hurts.
This day, nekoneko did all of it.
I hope he was ok the next day.

Is sterilization animal welfare or not?

We at Inuneko Kyusainowa always say “please do sterilization”.
This is why I made the name of our hospital TNR Japan Animal Welfare Hospital, and continually promote sterilization.
Most people think that sterilization is good thing for animal welfare.

“What? Is it wrong?!

“Well, actually not.”

It is putting the surgical knife into a healthy body.
Why?

Sometimes the veterinarian finds the pregnancy during the operation.
Then they have to take it out.
This is diametrically opposite with my heart’s wishes.
When I think about what animal welfare is, I try to think in terms of replacing the animals with a human being, or even myself.
If we can’t do this to humans, we can’t do it to animals.
Animals don’t have words like us, they're more vulnerable than us.
I think they should be protected even more than humans.
However I still have to say “Sterilization is important.
Please do sterilization. ”

This is my choice, of lesser distress to cut the chain of greater misery.
Sterilization is better than killing.
But this activity takes a long time.
The goal is zero killing at the welfare center.
This is the only choice we can carry out now, until we find better solution.

Mrs. Akiko Katori said that there are prejudices about putting a surgical knife into the healthy body, resistance to cutting the chain of life.
But we have to face up to the reality that such a large number of cats who don't undergo these procedures are killed.

Cats give birth a few times in a year.
To decrease the culling, sterilization and castration is necessary.

The Ministry of Environment announced that culling of dogs and cats decreased by nearly one-third between 2001 and 2011. This is because sterilization and castration increased, as did also the adoption of such dogs and cats. However, the culling of cats is still too frequent. 60% of that is kittens. Problems such as cat’s excreta, and noise, are increasing. But also the local cat’s care activity is increasing. The volunteers in various locations clean up, and do the sterilizations and castrations in attempts to limit increase. Some local government bodies also support the cost for this operation. Shibuya Animal Net (http://www.shibuya-animal-net.com/) has been doing local cat care activity at the request of the Shibuya Welfare Center since 9 years ago. This activity is to capture homeless cats, do the sterilization and castration, and then return them to where they were. In 2011, only 6 kittens were brought to the welfare center. This is sharply decreased compared with 101 in 2013. Representative of Shibuya Animal Net said that focusing on TNR (Trap, Neuter and Return) brings very good results. It would be great to see an increase in the number of veterinarians willing to perform the operation for a low price.

The Japan Pet Care Association, Hiroshima branch, enthusiastically promotes TNR. They said that many owners give their cats free run of their house, but nevertheless don’t do sterilization and castration. There are not many people willing to pay the fee for the operation. Mrs.Akiko Katori, a journalist familiar with pet issues, said that there are prejudices about putting a surgical knife into a healthy body, resistance to cutting the chain of life. But we have to face up to the reality that such a large number of cats who don't undergo these procedures are killed.

The Ministry of Environment said that sterilization and castration will lessen stress caused by estrus. Birth stress will be less for female cats. For males, the marking, mating calls, and urge to roam outdoors decreases, as does STDs. The Ministry of Environment recommend keeping cats inside the home.

This cat must have a family.
It’s been 2 years and 7 months since the disaster. It is too lonely.
I am sorry that I don’t have enough stength.
I'll surely to come back to pick you up.

I can hear this cat’s voice from behind the black bag of contaminated ground, saying 'where is my family'......
The winter here is long and freezing.
I want to hold them, wrap them in a warm blanket.

Wild boars increase day by day.
This one was a child just a little while ago, but now it seems she has 6 children.

The feeding point is too far for a kitten.
Despite being held and nurtured by the mother cat, the skinny cats barely grew up.
To sooth the hunger they have to eat small bugs, but they can’t hunt well enough.
Then they themselves may be hunted by crows, or sometimes hit by reconstruction and decontamination vehicles.
For what were they were born?
As soon as they were given birth, they have only hard times.
It is the same life, but too sad.

We arrived Naraha and get some food here. The driver and the carpenter takes a break, have a cigarette. (better to stop...)

This area had catastrophic Tsunami damage. The car was washed away, and caught by a tree. I saw cats many times here, and set the capture cage.

Maybe the Tsunami came to the top of the roof. Somehow the shape of the house remains, but we can’t go into it. I heard this family had over 10 cats.
Then we saw many cats around here. How did they survive with such big Tsunami?
With the neighbors cooperation, we can do TNR (Trap, Neuter and Return).This is closer to Naraha storage, and the driver and the carpenter help me to set the capture cage. This help makes the work go faster.

We couldn’t make the feeding point closer there. Kiyoyuki Shrine is one place surviving cats finally arrived in the Tsunami area. The volunteers made a big effort for feeding and capture. We “Inuneko Kyusainowa” protected so many cats. But still there are many cats remaining.

At Naraha storage, we establish more shelter. We have been promoting TNR but we take 7 cats back on this one day. There are some with leukemia and HIV. Our shelter in Kasawaki has now about 100 cats. TNR Japan Animal Welfare Hospital always has between 60 and 70 cats. But we continue to find unhealthy cats, and must somehow protect them. To save those lives, we decided to establish more shelters in Naraha storage.

Feeding and protection activity in Fukushima.

This is Joban expressway before the dawn. I have a moment to take pictures.

Actually, last time and this time, a volunteer drove the car. It is very good for me that I could sleep in the car going and returning. And one carpenter joined us to prepare for Winter. At Naraha storage, we separate for each duty. The plan for this day is that I join with Tomioka Kyuentai nekoneko for TNR activity in Tomioka. After that I go into the 20km area alone for vital duties. Then out from the 20km area, collect the capture cages and instruct on the future feeding and TNR activities.

I want to set as many capture cages as I can before I meet nekoneko. I started early morning, and set 10 capture cages in Naraha.
This is the first one at Nagoya in Naraha. I have been here every month since disaster but I could set the capture cage only one time one year ago. At that one time, I rescued 2 cats. But never since then. The reason is time. Now finally I could set the capture cage.
It looks like municipal housing. The client is sick and in the hospital. They are not expected to return here. The residents of other apartments said that they won’t come back to Naraha. How can the cats left in the area do without people. No one is coming home. In this situation, protection and rescue are the only ways to help them survive.

Yesterday, I saw so many animal corpses. This kitten is black and white. As soon as we went into Namie, Mrs.Yui found it. For burial, we returned to the storage. A crow hollowed out the eyes. If we had gone there one hour earlier, maybe we could have saved it. That’s all right now kitten. Please sleep peacefully.

But I can’t rescue them all. How frustrating!

I was always thinking about taking this old dog out from the center, but we have so many cats, and are busy with "adoption/fund- raising" events.
I am sorry to make you wait.
I arrived 5PM at Kawasaki Animal Welfare Center. It’s getting dark, but the staff gave me advice on how to help him walk, and about his personality.
His legs are very weak and head is down. This is how old dogs walk.

On October 19, Saturday, I am going to Naraha, to Tomioka in Fukushima for checking the feeding point with CAPIN.

We want to discuss the problems at feeding points, and also future TNR (Trap, Neuter and Return) and protection. On the other hand, I am thinking to rescue as many as I can.
But it is really difficult to rescue much in one day in Fukushima.
Time is so limited.
I have to set the capture cage early in the morning, and take it back at the end of the day before I leave.
It is difficult, but I want to try.


I have to rescue the cats before they die.


And also I started to think that this activity should be done before I die.

This is a house which had many cats.
Some cats are still not yet found, but the owners may give up.
They are afraid of the thunder, but they are so hungry.

I know that this is really a hard a situation for kittens.
But even so, mother cat are desperately taking care of their kittens.

Now there are so many crows, rats, raccoon dogs, raccoons, wild boar, flies, horseflies, and bees.
It looks like none of them are welcomed by humans.
But all of them have life.
Does this life not have emotion?
Does this life not feel pain?
Do not so easily let them die.
Humans are powerful, but only that?.
This power is cruelly killing the weak.
Is there not an opportunity to respond more gently, with gifted wisdom?
What we should think is;
Do not bully, do not harm, do not kill.

Do you know the parents of your pet if you bought it from the pet shop?
One of my friends was working for a breeding company.
I'll tell you a true story from her.
They are in a very small cage, in which they can’t really move.
They can’t have enough water and food.
If they bark, they will be hit and kicked.
During the pregnancy, if they have a health problem, they won’t be treated.
The cage is not cleaned.
Of course they are not washed.
She was so sad and tried to help them.
But she couldn’t keep working after 4 months.

Do you still want to buy the pet from the pet shop?
You don’t care about other animals, thinking only of yours?
Please do not buy the pets, food, treats, any other goods in the pet shop.

This dog is female.
If you see an adorable Shih Tzu puppy in the pet shop, this might be the mother.
She was deeply damaged, mentally and physically.
She was going to be killed because she is no longer necessary.
Accidentally, I found her, and took her in.
She was in terrible condition, I gave her intense treatment.
After that she was donated, and is having a happy life with the foster parent!
But we could rescue only a few.
Again, do you know the parents of your pet if you bought from the pet shop?
Do you still want to buy the pet from the pet shop?
I don’t criticize all breeders.
I just wanted to tell you that this is true story and there certainly are such cases.
Please think about it deeply.

Akachibi sleeps in his garden in Namie.

This activity started right after the disaster.
When the off limits area was announced on April 22, 2012, I was in Namie.


The day before, one dog chased after my car, but my car was full, and I couldn't take this dog. But I met this dog again, and I was able to rescue it. My place was full, and Ishikawa Animal Friends accepted this dog.

After a while, the owner of this dog was found.
Then I realized there are so many cats left in Namie.
I jumped into Namie to rescue them.
There are so many things I remember.


Those cats from Namie were accepted again at Ishikawa Animal Friends.
Akachibi is one of them.
They took care of him very well.

When Akachibi got sick, the owner went to Ishikawa to meet him.
Then decided to bring him back to Fukushima, to the refugee house.
Akachibi got better with the owner, but unfortunately, just the other day he passed away.
I'm thankful that he was with his owner in the end.

On October 9, when I visit Namie, I visit his grave.

Fukushima 20km area, under the rain.

I have been going to Fukushima for 2 and a half years, but this was the first time to have such heavy rain.
It was actually strange.
Even when the weather report said rain, and there actually was heavy rain, when we arrived the rain stopped. Maybe my partner has miracle-making powers.


But on this day, my usual partner was not with me.
Then finally, rain.
 





It takes more time in the rain.
But they are waiting, and I have to hurry.........

But still there are so many cats that we have to save.


These cats are in the volunteer’s house, and waiting to join with our adoption/fund- raising event.

Food is always a priority, but also important is water.
I don’t forget water, but sometimes there's no time, or the car is full, and sometimes there just isn't enough water.


They are too hungry.
So even if there's no water, they eat dried food.
Water is everywhere in our usual life, but in the 20km area, there's not so much water.


Most of the cats there have kidney damage.
This feeding point is someone’s house.
Luckily the drain is clogged up and rainwater is collected.
This is good for a while. 


The area where we found cats has such water.
Depending on the town, in some places well water came out on the road.
This water really saves lives, but only in a few places.

Cats in 20km area in Fukushima

Cats are still waiting for their families, but no one returns.
They don’t understand anything.
There is no food or water.
I can’t imagine how hard their lives are.

Fukushima is too far.
I have been doing my best, but so many cats have died from hunger or kidney problems.
Yes, there are a few cats surviving but their numbers are decreasing.
The environment is so hard.

Around feeding points, I can feel the presence of cats. I don’t see as many skinny, hungry cats as right after the disaster.
But this time, I found a skinny tiny calico on a farm road.
That cat ran away into the bushes, but I quickly tossed out some savory smelling baked bonito.

And set the capture cage.
If I park my car here for a long time, a police car will come around.
I had to hide the capture cage, setting it in the bushes.
I will come back in one hour.

I was praying during the feeding activity that the calico would come into the capture cage.
But the cage was vacant.
There is one feeding point beyond the field.
I hope that calico can get to this point, and find the food.


It was miraculous to rescue cats from the 20km area of Fukushima nuclear power plant.
Of course, most of them have serious health problems.
But finally they can eat abundantly, and enjoy the loving companionship of people.
It's not uncommon that having finally found a family, their health fails, and they soon die.

There is no good food, and not much water.
This causes kidney damage.
Sometimes it's already in the final stage.

One cat found a good family but now this cat is in our hospital.
Finally they started the second life, but why...
HIV, leukemia, oh, how they have to carry such pain.

I want to do anything that I can do.


But the result is the same.
The cat and the owner, it's a hard time for both.
Now to pray for a miracle tomorrow.

I wish I could have a stronger body.
Well, actually I was, but not now.

I can’t keep carrying heavy things.

The aftereffect of cerebral infarction won’t get worse, but because of numbness of my foot from aging, I can’t walk well, and I fall down sometimes.
 I started to take herbal medicine for my breath.
It’s been a month but I don’t see any change.

So many lives are waiting.
I am so saddened by such weakness.

We first opened our TNR Japan Animal Welfare Hospital in February of 2011 in an effort to make our dream a reality - to lower the number of dogs and cats killed in Japan to zero. At our hospital, we spay and neuter cats to reduce the number of unfortunate stray cats. Our hospital strives to help unfortunate animals in need of medical care.
The lives of numerous pets and livestock were lost as a result of the unprecedented earthquake and tsunami that occurred in Japan on March 11th 2011 and the radiation disaster caused by the stricken Fukushima Daiichi Nuclear Power Plant. Animal Rescue Fund goes directly to the 20km evacuation zone around the stricken Fukushima Nuclear Power Plant to rescue animals.
Animal Rescue Fund is based in Kanagawa Prefecture’s TNR Japan Animal Welfare Hospital. Therefore, the animals that we rescue from Fukushima Prefecture are brought to TNR Japan Animal Welfare Hospital located in Kanagawa Prefecture. Here, the rescued animals receive medical care and are returned to their owners or are put up for adoption.
We also work in urging the government and administration of Japan to support the protection of animals in need.
